These include performance and durability requirements for industrial batteries, electric vehicle (EV) batteries, and light means of transport (LMT) batteries; safety standards for stationary battery energy storage systems (SBESS); and information requirements on SOH and expected lifetime.
Performance and Durability Requirements (Article 10) Article 10 of the regulation mandates that from 18 August 2024, rechargeable industrial batteries with a capacity exceeding 2 kWh, LMT batteries, and EV batteries must be accompanied by detailed technical documentation.
By 2030, the recovery levels should reach 95 % for cobalt, copper, lead and nickel, and 70 % for lithium; requirements relating to the operations of repurposing and remanufacturing for a second life of industrial and EV batteries; labelling and information requirements.
All batteries on the EU market must meet stricter safety and durability standards. Economic operators, including manufacturers, importers, and distributors, will need to comply with these foundational requirements to ensure regulatory adherence. Carbon footprint reporting becomes mandatory for EV batteries.
The power requirement usually depends on vehicle type. For instance, performance-oriented cars and heavy-duty vehicles have different power needs. In some cases, improving power capability has to compromise energy density and increase the cost of thermal/electrical systems, so EV batteries need to balance different aspects of performance.
The Regulation mandates minimum recycled content requirements for industrial batteries with a capacity greater than 2 kWh, excluding those with exclusively external storage, EV batteries, and SLI batteries. The minimum percentage shares of the recycled content are as follows:
