If the high-voltage battery system simply runs out of charge, the petrol motor will chime in to recharge it. This is what happens every time you drive a hybrid in normal mode (not pure EV mode). Interestingly, the car’s computer won’t allow the high-voltage batteries to become fully depleted, as this can damage them.
Applying a high voltage to the cell causes enough current to flow that the dendrite fuses and melts, and therefore, the cell is not longer internally shorted, and can hold a charge. (This is what the guy in avra's response was doing to the batteries)
Not enough to move the car, but enough to prevent battery damage. If the high-voltage battery completely dies, however, the car won’t be able to be driven at all, in most cases. The car will detect that a catastrophic failure has occurred and will put a stop to all motion to avoid damaging anything else.
Basically, Nickel-metal batteries, when over-discharged, can grow little metal whiskers or "dendrites" between the internal plates, shorting the cell out. Losing the functionality of the 12-volt battery can make it tricky to open and close electronically controlled items like the charge port. As a result, you may find yourself locked out of crucial components when you need them most.
