The global weighted average levelised cost of electricity (LCOE) of new utility-scale solar PV projects commissioned in 2021 fell by 13% year-on-year, from USD 0.055/kWh to USD 0.048/kWh. With only one concentrating solar power (CSP) plant commissioned in 2021, after two in 2020, deployment remains limited and year-to-year cost changes volatile.
Between 2022 and 2023, utility-scale solar PV projects showed the most significant decrease (by 12%). For newly commissioned onshore wind projects, the global weighted average LCOE fell by 3% year-on-year; whilst for offshore wind, the cost of electricity of new projects decreased by 7% compared to 2022.
To reduce this financial gap and manage the decrease of PV costs, the Chinese government published the Notice on matters of PV power generation in 2018, which is referred to as the “531” policy, reducing the subsidies for PV from 0.36 CNY/kWh to 0.32 CNY/kWh.
In 2020, the 7% year-on-year decline in the LCOE of utility-scale solar PV, from USD 0.061/kWh to USD 0.057/kWh, was lower than the 13% decline experienced in 2019. In 2020, too, the global weighted-average total installed cost of utility-scale solar PV fell by 12%, to just USD 883/kW.
The cost of power grid infrastructure mainly includes three parts: the sunk cost of existing power grid infrastructure, the cost of connecting to the public network, and the cost of strengthening the upper-level public grid.
The cost of connecting to the public network and strengthening the upper-level public grid are often analyzed as a whole. The sum of these two costs for grid-connected PVs is 0.02–0.034 USD/kWh, and the cost of connecting to the public network in a certain park in Hunan, China, can reach 3879.3 yuan/kW.
